On 13 May 2023 IHRO organized a horizontal dialogue meeting between Hiil Bilaan gorup and other women community Led members ; around 26 participants attended the meeting .

The Main Topic of the dialogue was ” The Formation of the district council and the role of women in the process of formation that council “.. Participants addressed their ideas toward that topic ; with various focuses and angles ..

The participants shared their comments about how it look alike the type of female participation in the process of building a district council , and the role they will play when it is processed .. They also stated recommendations towards that issue and it was as follows :

• They suggested to become the level of female pariticipation with in the district council up to 30%
• Huge presence and involvement of female in the process of district council formation
• It is necessary to give women a role that they give consultation on the process of District council members election ..
• Build a good co-operation between between hiil bilaan and local elders ..
